The U.S. State Department's Bureau of Educational and Cultural Affairs (ECA) announces an open competition for a cooperative agreement to administer the American Film Showcase's Contemporary Voices in Documentary and Fiction Film program. The American Film Showcase seeks to bring award-winning independent American documentaries and narrative films to audiences around the world to offer contemporary new insights into American life and culture, as well as issues affecting democratic societies. The films and their filmmakers will be showcased at international venues, including U.S. Embassy-organized events and/or international documentary and feature film festivals. This program will provide for travel by documentary and feature filmmakers and film experts in conjunction with public presentation of the films overseas. Participating filmmakers and film experts will be expected to conduct or participate in master classes, workshops, lectures and other outreach activities designed for a variety of audiences, with a focus on younger and underserved audiences. The classes are expected to include filmmaking workshops and training in digital technology, emergent media, and creative use of social media. The Showcase also will provide for follow-up programming that could include return visits overseas by American filmmakers or visits by young foreign filmmakers to the United States.

Through this solicitation, ECA seeks an organization to identify and select a collection of contemporary American documentary and narrative films that offer a broad overview of the best in current American independent filmmaking. The films should demonstrate high artistic quality, illustrate diverse viewpoints, address a variety of social issues, and reflect the creativity inherent in an open, democratic society. Documentaries are the priority focus of the American Film Showcase. They should address important and compelling themes and represent more than half of the films in the Showcase, with the remainder being narrative/fiction films. The Showcase also should include a small collection of animated shorts.

U.S. public and non-profit organizations meeting the provisions described in Internal Revenue code section 26 USC 501 (c) (3) may submit proposals for the American Film Showcase. For this competition, all applicants must demonstrate sufficient experience successfully exhibiting, distributing, or otherwise promoting American documentaries and narrative films. They also should demonstrate extensive knowledge of independent filmmaking -- especially the documentary field -- both in the U.S. and overseas.

Texas Tech University Public Art Committee has issued a call for artists.

The Texas Tech University System Public Art Committee is seeking proposals from artists to create large-scale artwork for the new Rawls College of Business Administration building at the Lubbock campus. The final product will contribute significantly to the public art collection at Texas Tech and enhance and compliment the newly constructed 149,000-square-foot facility.

Call for proposals: Pinedale Properties Mural Project

The Pinedale Fine Arts Council (PFAC) announces a call for entries for the mural project to be located on the west end of the Pinedale Properties Building at 431 W. Pine St. PFAC is soliciting design ideas from the public. Anyone living in Sublette County is eligible. No mural experience is necessary. The PFAC Visual Arts Committee (VAC) will choose the final design concept. Design need not be a finished piece of artwork, as the VAC will be available to help develop and fine-tune the final design (for application to the wall) if necessary. The execution of the mural will be with the help of community volunteers, under the guidance of the Visual Arts Committee. The Pedestrian Underpass connects the Jackson Hole Community Pathway’s System North Highway 89 Pathway to the National Museum of Wildlife Art. The Underpass acts as a gateway to the Walter Hood designed sculpture trail which is scheduled for construction this summer. This section of Pathway will connect the Town of Jackson to Grand Teton National Park and runs parallel to the National Elk Refuge. Opportunities exist for artists to enhance the four concrete retaining walls on framing the underpass after they have been built.

ARTERIAL CANAL CROSSINGS PUBLIC ART PROJECT

The Phoenix Public Art Program invites artists to apply for a major new public art project to design enhancements for street bridges spanning the city's canals.

A professional artist will be selected to work with the Street Transportation Department to enhance the design of major street bridges that cross the Salt River Valley canals in Phoenix. The designs will be expected to focus on the bridges' concrete abutments and metal railings, and address the essential role the canals play in the history and life of Phoenix. The designs will be incorporated into retrofits of the bridges as funds become available in the coming years.

Estimated Budget: $386,000 (includes design, engineering, construction and administration)

This project is open to all professional artists living in the United States. Applicants must have the demonstrated ability to integrate art with urban infrastructure and amenities, and to work effectively in a team and with communities.

Call for proposals: Portrait of Nevada's Governor

The State of Nevada invites professional artists with previous experience in commissioned work for an open competition to paint the portrait of Governor Jim Gibbons which will hang in the Nevada State Capitol.

A Request for Proposals (RFP) inviting artists to participate in this
competition to paint, frame and install the painting was recently
issued. The deadline to submit proposals to the Nevada Arts Council is
5:00 p.m. on July 22, 2010.

Department of Cultural Affairs’ website at http://www.nevadaculture.org/.

Pursuant to Nevada Revised Statute (NRS) 223.121 the portrait must be
painted in oil colors and be appropriately framed. The painting and
framing must be done in the same manner, style and size as the
portraits of former Governors of the State displayed in the Nevada
State Capitol Building in Carson City. The maximum commission fee for
the preparation of the portrait, which must include the frame and
hanging apparatus, is $17,500. An amount not to exceed $2,500 is
available for artist travel required to complete the portrait.

This competition is open to professional artists living in the United
States. Artists must clearly identify proven experience by having
previously completed a minimum of two portraits which were
commissioned by individuals, corporations or units of government and
are comparable to a Governor’s Portrait. Applicants must demonstrate
the ability to complete the project as proposed, within the available
budget and the stated timeline.

A Selection Committee will review all eligible submissions using the
criteria of artistic quality, demonstrated qualifications and ability
to complete the project within the time frame and budget. The
committee will select three finalists from which the Governor will
choose the commission artist.

The Nevada Arts Council of the Department of Cultural Affairs will
manage the artist selection process for the Selection Committee and
develop and manage the artist’s contract. Notification of final
selection will be made by August 20, 2010 and the portrait must be
completed by December 17, 2010.

The Town of Jackson announces a call to artists for the Home Ranch Building. Artists living in Wyoming, Montana, Utah, Colorado and Idaho are eligible to apply.

The public art project budget for the Home Ranch Building is $27,000. The deadline to submit application materials is July 23.

Call for proposals: Wyoming Writers, Inc.

Four new Wyoming Writers, Inc., board members were elected at last week's 36th annual conference in Cody. They are Cindy Bower, Casper; Carol Deering, Riverton; Carol Eckhardt, Chugwater; and John D. Nesbitt, Torrington.

One of the new board's immediate tasks is to find people to do various tasks, such as bookkeeping, webmastering, and newsletter editing. WWInc is seeking proposals in which respondents indicate the tasks they could do for WWInc and what you’d like in return.

Call for proposals: Helena, MT, Parks & Rec

The city of Helena Parks and Recreation Department and the Helena Public Art Committee (HPAC) are seeking artists to provide a design and painting for a new mural inside the band shell at Veteran’s Memorial Park located in Helena (Last Chance Gulch and Lyndale Ave.). The submission deadline for proposals is 5:00 PM, June 14. The project must be completed no later than September 15, 2010.

This mural project will replace the 10-year old existing mural. The project consists of four elements; an assessment and repair of the interior band shell mural surface; a mural design; the actual painting of the mural and the application of a protective sealant. The design of mural should incorporate or represent Helena community elements or icons and be such that the potential for graffiti and vandalism is minimized. The color and design should also be visually effective from a distance. An optional component of this project is to incorporate community involvement.

Call for proposals: "New Pathways for the Arts"

Earlier this year, EmcArts launched the New Pathways for the Arts Initiative, a program developed for local and regional communities which combines intensive innovation training for a small cohort of arts organizations with community-wide convenings around practices in innovation and adaptive capacity. "New Pathways" was designed to strengthen the ability of organizations to respond to change and to advance the development of new strategies that address well-defined opportunities and challenges facing local arts communities.

The first city in the country to adopt New Pathways was New Haven, CT, where the program is being led by the Arts Council of Greater New Haven, with 14 arts organizations taking part. Starting in June, Denver will be the second city to host New Pathways, supported by funding from the Bonfils-Stanton Foundation.

I'm pleased to share news with you about a limited-time funding opportunity for agencies interested in bringing the New Pathways Initiative to organizations in their area. To encourage local funders in smaller cities, as well as regional funding consortia, to support organizational innovation in their communities, the Doris Duke Charitable Foundation has provided a competitive national matching fund available to communities to take part in the New Pathways Initiative. Matching funds, of up to one-third of the total program costs, will be awarded on a competitive basis to communities that commit to co-funding and hosting the program locally or regionally in 2010 or 2011.

The New Pathways Matching Fund is designed to serve arts organizations operating outside of major metropolitan areas (pop. 350,000-1 million or so) that wish to host the New Pathways program, but may find that they need leverage to gain support from local funders. Highly collaborative arts communities that are committed to developing new strategies for the arts sector are encouraged to apply. To learn more about the New Pathways Matching Fund, including eligibility requirements, we invite you to view the attached Guidelines for Letters of Interest. EmcArts will accept Letters of Interest from funders and arts agencies that want to apply for matching funds through July 9, 2010.
